He has a career ERA over 8 and the Mets seemingly lose every game in which he pitches. He obviously is not a MLB-caliber pitcher, as illustrated by his career -2.1 WAR. Why does the team keep promoting him to the majors and using him in games?

After being DFA'd he is signing with the Doosan Bears in Korea. That means we don't have to see him pitch and blow games anymore for the Stems. THANK YOU!

Flexen was horrible with New York, but they had a LOT of disappointing young pitchers those three years he spent with New York (2017-2019). But Flexen was really bad. I can't believe they kept trying and trying him. It was like Rafael Montero all over again ... at some point, you just gotta give up.
If you took his career stats and extrapolated them out to resemble a 200-inning season, you'd get something like this: 267 hits allowed, 41 home runs allowed, 159 walks. OUCH.
Anyway, they did eventually let him go and he went to Korea for 2020. He had a great season and parlayed that into a multi-year deal with the Mariners, with whom he will surely now win a Cy Young.

To follow up on my comment from 2021—
He hasn't won a Cy Young Award, but the former perpetually disappointing Chris Flexen has since become a serviceable pitcher with Seattle, going 14-6 with a 3.61 ERA in 31 starts in 2021 and 8-9, 3.73 in 33 games (22 starts) in 2022, for a combined record of 22-15, 3.66.
